Planning and Road Asset Management Centre (PRAMC)

 

As part of the discussion related to loan assistance for KSHIP-II, the World Bank and Asian Development Bank (ADB) indicated a number of institutional strengthening and capacity development measures to be undertaken by PWD as necessary requirements for loan processing. A joint mission of ADB and World Bank in June 2010 held extensive discussions with PWD and agreed upon an Institutional Development and Strategy Action Plan (IDSAP). One of the principal features of the IDSAP was the establishment of a Planning and Road Asset Management Centre (PRAMC) in PWD.

Planning and Road Asset Management Centre (PRAMC) was established by PWD vide Government Order No. PWD/11/EAP/2011 dated 23.08.2012 with Chief Engineer as the Head. PRAMC is a cohesive central office with functions like Planning, Budgeting, Programming, Road safety, Information Technology support across whole of PWD and Training support across whole of PWD.

PRAMC has the following five units.

  • Policy and Planning Unit
  • Programming Unit
  • Information Technology Unit
  • Road Safety Unit
  • Training Unit

For the purpose of collecting Road/Bridge Inventory and Condition data, the following State-of-the-art equipment’s were procured by PRAMC under ADB assistance.

  • Road Condition Data Collection Vehicle (RCDCV)
  • Falling Weight Deflectometer (FWD)
  • Ground Penetrating Radar (GPR)
  • Bridge Inspection Vehicle (BIV)

The Road Inventory and Condition Data will be collected using these equipment’s for the whole of Core Road Network (CRN). These collected data will be analyzed in the Karnataka Road Asset Management System (KRAMS) software and the Annual Work Programme will be prepared based on sound engineering principles and engineering best practices keeping in mind the committed and ongoing works in the department. The Annual Works Programme will be prepared based on the output from HDM-4 software initiated by World Bank. This software is globally used for the analysis and preparation of Road Maintenance and Rehabilitation budgets world-wide and in many of the developed countries.

The Bridge Inspection Vehicle (BIV) has the facility to reach the under parts and sides of the bridges, where deterioration remains unnoticed.  This equipment facilitates more accurate assessment for the physical and functional condition of Bridge.  Inspections are performed in addition of the structure in detail and conduct the ND testing of Bridges at critical parts (such as the Soffit of the super structure, Bearing Locations etc.).  Using BIV, inspection can be carried out without affecting the traffic movement over the bridge or with very minimal effect to the traffic.

Till now 140 Major Bridges have been inspected using BIV and 287 major bridges have been inspected Manually; the summary reports of the inspected reports as below.
